道德经3

    Honor no man so that none would contend for honor. 
    不尚贤使名不争
    Value no rare goods so that none would steal or rob. 
    不贵难得之货使民不为盗
    Display nothing desirable lest people be tempted and disturbed.
    不可见欲使民心不乱
    Therefore the sage rules by purifying people's soul,filling their bellies,weakening their wills and strengthing their bones.
    是以圣人之治虚其心实其腹弱其志强其骨
    He always keeps them knowledgeless and desireless so that the clever dare not interfere.
    常使民无知无欲使夫智者不敢为也
    Where there is no interference, there is order.
    为无为则无不治
